Customs Master Data Specialist

Description

  • Leads the Customs and Export Control Analyst in all operational aspects of their job, providing guidance, training, and learning opportunities for the Customs and Export Control Analyst to develop their professional skills.
  • Assigns import classification (i.e. HTS), determination of Country of Origin (COO), Free Trade Agreement (FTA) determination, Antidumping (ADD), Countervailing duty (CVD), Unit of Measure (UoM), Partner Government Agency data and other related necessary data for Customs clearance activities.
  • Provides expert guidance and support to Master Data team and other BMW departments for Customs related questions and escalations.
  • Collaborates with various BMW departments, Customers and Suppliers to obtain information needed to make compliant decisions.
  • Develops and maintains management-approved department process documentation, work instructions and related metrics.
  • Leads projects and Customs compliance programs (e.g. CTPAT, Forced Labor, Free Trade Agreements) to include providing systems development support.
  • Leads implementations of customs and export control processes as assigned by management to include providing systems development support (requirements/ design / testing).
  • Researches and reviews potential impact of regulatory changes to BMW Group US operations.
  • Provides information and training to BMW Group US entities regarding regulatory requirements and internal processes.
  • Writes and submits formal ruling, guidance requests and responses to U.S. government agencies (e.g. Classification Ruling, Advisory Opinions, CF28) upon direction of the Customs Compliance Management team.
  • Monitors processes performed by external service provider(s) to ensure compliance with regulations.
  • Identifies process gaps/inefficiencies/improvements, communicates to management and implements solutions as aligned with management.
  • Supports internal and external trade compliance audit activities and risk assessments as assigned by management and report concerns and support implementation of their resolution.
  • Leads efforts to minimize expenses, reduce delays, secures the various supply chains with which BMW is involved, and finds areas to increase efficiency, working together with the Customs and Export Control Manager as appropriate.
  • Develops an effective BMW network, to include with BMW AG, as relevant for customs and export control processes and projects. Leads internal and external trade compliance audit activities as assigned by management.
  • Cross trains and creates backup within the customs and export control team, while providing backup for the Customs and Export Control Manager as the main proxy for operational tasks.
  • Attends continuing professional education as required for customs and export control compliance, seeks opportunities for the Customs and Export Control Analyst to obtain continuing professional education, and monitors the latest developments in US trade compliance legislation, forming own opinion and informing the Customs and Export Control Manager of identified impact to BMW.
  • Monitors internal processes as well as those performed by external service provider(s) to ensure compliance with regulations, identifying process gaps/inefficiencies and opportunities for improvement, and communicates to management and supports implementations of solutions.
  • Performs other duties as assigned by management. 

 

Qualifications

  • BA/BS degree (International Business, Finance, Logistics, Supply Chain, International Studies or related field preferred).
  • 5+ years of professional experience in a customs and/or export control related capacity.
  • 5+ years of experience working collaboratively in a team environment.
  • 5+ years of experience working in a customer-focused environment.
  • 5+ years of professional experience with HTS classification, preferably in the automotive industry.
  • Prior experience in an international environment (strongly preferred).
  • 3+ years of experience with a corporate ERP System (e.g. SAP, Oracle) or Trade Management System (e.g. SAP GTS or other customs and applications) (preferred).
  • International and/or industry experience (preferred).
  • 1+ years of experience with ACE, CTPAT Portal and/or other government systems (e.g. NHTSA, EPA).
